This makes sense from a crisis perspective, as the process that transforms data is more important than how many CPUs tend to the job. It is entirely possible, in a crisis involving no internet connectivity, that paper could be used without CPUs being involved at all. Perhaps graphs are used as-is with changes scrawled on napkins. The abstraction facilitates flexibility in processing by focusing on the processing rather than the hardware.
